Summary/Abstract: Grounded in decolonial theory and informed by extensive literature, this qualitative study explores a central question: What forms of human capital and governance are essential for developing countries to effectively adopt and create AI solutions, and to engage meaningfully with regional and global resources? The paper emphasizes the empowerment of individuals as epistemic agents capable of critical digital literacy, algorithmic discernment, AI oversights, and hypothesis discovery. At the organizational level, it calls for continuous experimentation, collaborative team learning, leadership modeling, aligned human resources policies, appropriate norms and laws, and the creation of supportive environments that foster locally relevant AI solutions.
