Summary/Abstract: This study aims to evaluate how transparency mechanisms affect corruption reduction within the Albanian public administration and to pinpoint the main deficiencies in applying the current legal framework. Corruption in administration is not only an economic issue but also leads to social and political repercussions: it erodes citizens' confidence in public institutions, disrupts market competition, and obstructs sustainable development. In this regard, transparency is recognized as the primary method for fostering public trust, enhancing efficiency, and decreasing chances for misconduct. As part of this research, a comprehensive review of literature and analysis of both national and international legal documents was conducted, guided by UNCAC principles and OECD recommendations. Over recent decades, public administration has undergone significant changes, prompted by increasing citizen expectations, demands for efficiency, and the necessity of aligning with international transparency standards. The idea of administrative transparency is intricately connected to the core principles of good governance, which encompass accountability, access to information, and citizen engagement. In Albania, public administration reforms, initiated in the early 2000s, have sought to modernize services and reduce corruption levels, yet they frequently face challenges such as incomplete implementation of legislation and entrenched clientelistic behaviors. According to Transparency International, following the enactment of Law No. 119/2014 “On the Right to Information” and Law No. 71/2016 “On the Prevention of Corruption and Declaration of Assets,” Albania has made significant progress towards establishing transparency, though the actual outcomes often fall well short of the intended goals. Examining the context of transparency and anti-corruption efforts is crucial for understanding the factors behind implementation challenges, the effectiveness of control measures, and the potential for hastening reforms within the Albanian public administration.
