Summary/Abstract: Since the 1990s, sustainable development has become a constitutive paradigm in the rescaling of the welfare state within the European Union. By incorporating this approach into its treaties, the European Union has integrated policies on just transition, energy poverty, green employment, and digital transformation with social rights. In Türkiye, however, although the discourse of sustainable development appears in policy plans and strategic documents, its implementation has largely retained a growth-oriented and assistance-based character. This study comparatively examines the influence of the sustainable development paradigm on the institutional forms of social policy and the transformation of the welfare state in the European Union and Türkiye.
