Summary/Abstract: This paper examines the institutional process of shaping the European Defence Industry Programme (EDIP), with a particular focus on the tension between the centralized governance logic of the European Commission and the protection of national interests within the European Parliament. In this context, it is important to distinguish between the role of the Council of the European Union, where national governments defend their national interests through their participation in the decision-making process, and the role of the European Parliament, which serves as a forum for ideological and political debates at the supranational level. The EDIP represents a strategic shift from a traditional regulatory approach to an investment-oriented framework in the field of defence, aimed at strengthening the industrial capacity of the European Union. It serves as a bridge between temporary instruments such as ASAP and EDIRPA and the future Multiannual Financial Framework (2028–2034), marking the beginning of a deeper institutionalization of EU defence integration.
