Summary/Abstract: The report analyses how intrapreneurship accelerates innovation and digital transformation in the public sector. Based on a theoretical review and good practices from Estonia (X-Road), Denmark (MitID/“digital by default”) and the United Kingdom (GDS), recommendations for management decisions, organizational culture and technology architectures are derived. The study focuses on Bulgaria in the context of the 20th anniversary of the signing of the EU Accession Treaty and the upcoming membership in the Eurozone from 01.01.2026, which creates a window for systemic reforms and interoperability, simplification and trust in digital identity. Policies to stimulate intrapreneurship are proposed: adaptive budgeting, portfolio-management of experiments, regulatory “sandboxes”, “product team” models and the use of European frameworks such as eIDAS and the “once only” principle. In conclusion, a roadmap for capacity, culture and technology is formulated, relevant to the Bulgarian institutional environment and the requirements of the Eurozone.
