Summary/Abstract: The role of public diplomacy changes substantially in periods of transition from one international political order to another. There are essential changes in the balance of power hierarchy, in the political and legal values of international law, in the ethics and morals governing the behavior of actors on the international political stage, and all of these have an impact on public diplomacy. Geopolitical events at regional and global level indicate that for some years now the world has been in a new transition from the unipolarism that emerged after the end of the Cold War to the multipolarism desired by the emerging powers of the so-called Global South. In the era of transition, major powers are competing to impose their vision of a new world order, and public diplomacy is one of the ways in which the new order can be realized. Government communication and public diplomacy are thus becoming priorities for governments, international institutions and private actors who aspire to restructure the international order, represent their own citizens and gain prestige in the world. From this perspective, the study will seek to identify the changes in the theory and practice of public diplomacy in a period that more and more analysts and political leaders see as one of transition from globalization to deglobalization.
