Summary/Abstract: Public procurement should not only be viewed in a one-way manner as a specific activity initiated by a person called the contracting authority and implemented by another person/persons called the contractor. Public procurement should be analyzed and viewed as a tool for achieving certain socio-economic goals, both at the national and international levels. It is no coincidence that the European Commission seeks to impose uniform and common criteria for the award of public procurement, so that a uniform approach is applied by the Member States, which will prevent unnecessary fragmentation of public procurement in individual countries and prevent distortion of competition in international European markets. All these factors underscore the importance of public procurement control and the need to systematically conduct checks on them, both during the award process and during implementation. This paper applies the methods of literature review, survey, and analysis. Conclusions and recommendations are drawn that relate to the improvement of the Agency's control activities.
