Summary/Abstract: Green hydrogen is emerging as a key component of the energy transition and a critical instrument for achieving climate neutrality in the European Union. This paper analyzes international and national experience in developing green hydrogen projects for production, transport, and storage, emphasizing the role of Public–Private Partnerships (PPP) and their accounting and financial dimensions. The study explores leading countries – China, Germany, the Netherlands, the USA, Japan, and Australia—as well as Bulgaria’s potential to become the ‘Hydrogen Valley of the Balkans.’ Special attention is given to the ZAHIR and bLion projects, which exemplify the potential of PPPs for sustainable growth. Based on International Financial Reporting Standards (IFRS), the paper presents accounting treatments for key transactions such as asset acquisition, subsidies, revenue recognition, financing, and depreciation. The integration of technological, economic, and accounting perspectives reflects the need for innovative action combining public support, private investment, and transparent reporting in financing green energy projects.
