Summary/Abstract: This paper examines the interaction between Bulgaria’s Ministry of Interior and private security companies during high-risk sports and mass events (football derbies, international matches, concerts and large gatherings). The aim is to outline the legal and organizational coordination mechanisms, define competence boundaries, and propose practical models for an integrated safety – security – service approach. The method combines legal analysis of the Bulgarian framework and a comparative review of international principles (CETS 218, UEFA and ISO 22320). As a result, the paper proposes a pre-event / live operations / post-event cycle, a RACI matrix of responsibilities and incident escalation thresholds. The conclusion offers recommendations for standardised planning, joint training and interoperability in high-risk event management.
