Summary/Abstract: Abuse of narcotic drugs is undoubtedly one of the most complex problems of the contemporary policy of suppressing punishable behavior (the socalled criminal policy) and criminal law today in the world and in our country. This results not only from the total number of reported, accused and convicted persons for some form of this criminal offense or misdemeanor on a multi-year level, but even more from the reasonably assumed so-called "dark numbers" of criminality directly or indirectly related to the abuse of narcotic drugs. Drug cartels that operate in large prison systems represent an informal community of prisoners that deals in the resale of psychoactive substances and whose main characteristic is brutal violence against opposing groups that operate inside or outside the penitentiary system. In this paper, we want to point out the problems faced by the formal system when it comes to the activities of various gangs that undermine the security of prisons, but also the problem of the increasing number of drug addicts in prisons.
