Summary/Abstract: This article explores the Digital Twin concept in the context of Industry 5.0 as an innovative tool for the preventive management of municipal security and crises, replacing reactive approaches. Industry 5.0 emphasizes resilience and the integration of real-time data from IoT and cyber-physical systems. The proposed model defines a Municipal Digital Twin—a virtual replica of the urban environment and critical infrastructure. This twin allows for scenario modeling of various risks (natural disasters, accidents) and high-accuracy simulation. Municipalities can test action plans, optimize resource deployment, and identify vulnerabilities before an event occurs. The introduction of the model must be strategically integrated into Regional Development Plans. The conclusion emphasizes that the Digital Twin is a critical element for achieving proactiveness and enhanced operational efficiency in municipal security management.
