Summary/Abstract: A well-established and functioning innovation environment embodied in a common national innovation system is essential for building an economy based on knowledge and innovation. In this direction, this report aims to emphasize and study from a theoretical point of view one of these potential elements of the environment for creativity and innovation, namely innovation-based incubators with an emphasis on such structured research and/or educational institutions as universities and/or institutes of scientific academies. Based on a literature review on the topic, their potential positive aspects are highlighted, with utility for stimulating research and development activities and the development of innovations.
