Summary/Abstract: Since the collapse of the Soviet Union, with some exceptional periods, Türkiye has managed to pursue good relations with Russia and Ukraine. Although it might seem strange to establish and continue good relations with both countries, it is quite possible. For instance, until the recent war, the People’s Republic of China had also established excellent relations with Russia and Ukraine. On the one hand, China has been a close partner of Russia. On the other hand, China established good economic and political relations with Ukraine; before the war, China was Ukraine’s most significant trade partner. Nevertheless, Türkiye’s policies toward Russia and Ukraine differ from China’s foreign policy priorities, and Türkiye’s capability in foreign policy is limited by its economic and political capacity.
