Summary/Abstract: The report aims to explain how the use of some public management approaches that promote the effectiveness, accountability and flexibility of the youth sector can improve the implementation of the policy for young people. The focus of the report is also on various management and implementation tools such as national level strategies as well as relevant accompanying programmes. Various tools are also considered that help implement the principles of public management – government that is owned by the community; results oriented; encouraging the participation of private entities; mission driven. This report traces how the inclusion of public-private partnerships directly engages stakeholders in policy implementation, encourages competitive behavior across organizations and improves service delivery. Engaging stakeholders directly in both policy implementation and project management processes has an impact on the development of knowledge and skills, thereby empowering youth and their organizations to solve problems.
