Summary/Abstract: This report examines the critical importance of building and maintaining robust state capacity for effective governance and allocation of public resources within the framework of contemporary administrative practices and strategic development between nations in the European Union. It examines the main parameters of government effectiveness, including institutional resilience, managerial competence, and public accountability. The central thesis posits that state capacity transcends mere institutional architecture, incorporating integral elements such as clearly articulated objectives and policies, alongside mechanisms for the monitoring and evaluation of public expenditures. The emphasis is placed on the imperative for a long-term strategy aimed at cultivating state capacity that meets the dynamic demands of the modern world while simultaneously seeking avenues to ensure sustainable development and social equity.
