Summary/Abstract: Public administration organizations are very often associated with rigidity in the approaches and methods they apply in carrying out their public functions, and as a consequence – with low performance in the fulfillment of their missions. At the same time, a number of examples from the practice of public administration organizations prove the importance of managers in implementing changes adequate to the mission of the respective organization, including with regard to regulations and employee motivation, which changes ultimately lead to higher efficiency and effectiveness of the activity. This report presents the need, opportunities and limitations for managers to act as entrepreneurs, and attempts are made to provide practical recommendations to policymakers in public administration.
