Summary/Abstract: This study focuses on the essential role of leadership and organizational culture as drivers of entrepreneurial spirit in the public sector of Bulgaria. International examples of good practices are reviewed, including transformational leadership, the creation of innovation units and the development of public-private partnerships. Focus is placed on the key challenges of overcoming bureaucratic constraints, stimulating innovation, and implementing ethical standards. Specific measures for adaptation in Bulgarian public institutions are proposed, including the development of a strategic roadmap for long-term transformation and sustainable development. In summary, the study highlights the critical need for leadership models and cultural approaches focused on innovation to enhance the effectiveness and credibility of institutions.
