How Does the State Empower Citizens: Institutional Approaches

Summary/Abstract: The „community-oriented government“ dimension implies that the state looks at active citizens and their organisations as a useful partner in almost all dimensions of its functioning. The modern state therefore seeks to open up as many channels as possible for civil society to be involved not only in the 'rowing' (the creation of different types of public services) but also in 'steering the boat' – participating in agenda setting, policy development and implementation. This report reviews good practices through which supranational structures and former socialist bloc countries are establishing points of permanent contact with their citizens – advisory councils in which government and the civil sector are in close cooperation and dialogue. Problems of Bulgarian practice in this respect are outlined, more than thirty years after the start of the democratic changes.
