Summary/Abstract: In many textbooks on the basics of management, the development of management science begins with Fayol's principles and ends somewhere around theories X, Y and Z. But it continues to develop, serving the needs of modernity. The aristocratic-philosophical understanding of management as following certain principles of behavior of economic entities is transformed into the search and application of specific mechanisms for increasing the efficiency of organizations. This work advocates two theses – the first is that the science of management is increasingly acquiring a practical-applied character and from the formulation of management principles, quite imaginary and incomprehensible to many, it is becoming a science for solving specific problems in specific situations and the second is that the capacity for good management of public organizations can be monitored, analyzed and measured with specific methods. The results of the assessment of the administrative capacity of the state administration in Bulgaria for the last seven years are presented.
