Summary/Abstract: Osborne – Gebler's book is a landmark in public management writing in the 1990s. The authors enter the discussion of state intervention in economic and social activity with the thesis of „not a smaller, but a more efficient state“. They reveal innovative practices that enterprising leaders of public organizations have implemented. From these, a series of proposals are derived to enhance the state's ability to address societal development challenges and the effectiveness of public governance. In Europe, similar ideas for change have been defined as new public sector management. Fifteen years after the publication of Osborne – Gebler's book and its sequel, „To Abolish Bureaucracy“, changes in public management are already in place. The principles of effectiveness, efficiency, accountability, decentralisation, partnership in public policy, and customer care are guiding principles in the management of public activities.
