Summary/Abstract: According to the accession requests, as they appear in the documents, Romania must demonstrate: the existence of a legal framework and territorial organization similar to the communitarian ones, programming capacity, administrative capacity, financial and budgetary management capacity. As an exercise of preparation in fulfilling these criteria was the access to pre-accession instruments (PHARE, ISPA and SAPARD), representing the equivalent of solidarity funds for accession countries.
