Summary/Abstract: In an increasingly contested cyberspace, marked by persistent cyber-attacks and influence operations aimed at subverting the targeted societies, the doctrine of forward defense – focused on proactive engagement and continuous disruption of adversarial activities – has emerged as a potential solution in cybersecurity strategies. While larger cyber powers like the United States and Israel have operationalized this doctrine through persistent engagement and preemptive action, nations such as Romania face unique challenges and risks in adopting similar strategies while at the same time observing the potential benefits. This article explores the potential role of forward defense in Romania’s national cyber strategy, assessing its feasibility, benefits, and challenges. Key considerations include Romania’s geographical position in Eastern Europe, its growing cybersecurity sector, and its integration within NATO’s collective defense framework. The analysis highlights how elements of forward defense, such as enhanced cyber threat intelligence, proactive defense against disinformation, and regional collaboration with like-minded nations, could bolster Romania’s resilience against advanced cyber threats.
