Summary/Abstract: Operations planning is a fundamental process within military organizations, ensuring coherence, coordination and efficiency in decision-making at all levels of command. At the heart of this process is the chief of staff, whose role in structuring and managing the planning effort remains a subject of debate. Is the chief of staff truly involved in the substantive aspects of planning, or does their role primarily consist of administrative and organizational functions within the staff? This article seeks to explore this question by analyzing the doctrinal perspectives of key Allied nations contrasted with the national Romanian doctrine. Using a comparative analysis method, the study examines how different doctrinal frameworks define the chief of staff’s responsibilities in naval operations planning. The analysis assesses the extent to which the chief of staff directly contributes to planning decisions or primarily facilitates the procedural and structural organization of the staff, especially in naval operations.
