Summary/Abstract: The end of World War I and the collapse of the dual monarchy created favorable conditions for profound changes in Central Europe. After the peace treaties drew new borders, the governments of Belgrade and Bucharest began implementing measures aimed at consolidating the two states and addressing social issues faced by Central European society. The actions of the two governments caused discontent among the political elite in Budapest, and the issue of the large estates of the expropriated Hungarian optants became a European matter, even being debated by the League of Nations.
