Summary/Abstract: Liberal democracies are under unprecedented pressure from populist movements. Rapid changes in communication technology are reconfiguring political competition and adding risks and vulnerabilities that threaten the democratic process. Algorithmic manipulation and the use of AI open the door wide to manipulation on an unprecedented scale and require urgent measures to defend fair electoral competition.
