Summary/Abstract: The reliability of energy supply is essentially a question of the supply of hydrocarbons, i.e. oil and gas. // Although the availability of low-risk (in the geological sense) exploration concessions for oil and gas for small and medium-sized companies became questionable as early as the 1990s, and although this is also an element of security of supply, it is not discussed outside professional circles. The military campaign in Iraq, the storm in the Gulf of Mexico and the disagreement between Russia and Ukraine over gas prices, each of which resulted in a reduction in production and/or supply of oil or gas, have gradually exacerbated the issue of security of supply, so that Security of Supply has become a global issue that has been discussed in the centers of power for the past eight months. // The views on security of supply in the European Union, the USA, Russia, India and China are not the same. Smaller countries have reason to design their security of supply strategy with particular attention, and energy projects are the ones that must respond to the threat.
