Summary/Abstract: The right of public participation in the law-making process is guaranteed by international and domestic law. Involving the public in the law-making process contributes to strengthening both citizens’ trust in the legislature and enhancing its legitimacy, as well as to the quality of laws and their consistent application improvement. The Law on Climate Change in Serbia entered into force on March 31, 2021, consequently it is significant to perceive how the public participated in each phase of this legislative procedure, i.e. to conduct an analysis of obligations arising from international and domestic law and their application, in this particular case. The conducted analysis of public participation in the adoption of the Law on Climate Change indicates that both, the authorities and the public have made significant efforts in order to involve proposals and comments of citizens and their associations in the draft law, but also due to shortcomings of the available mechanisms, public participation in this legislative process was not effective.
