Summary/Abstract: The International Committee of the Red Cross operates in complex and often hostile environments, particularly within illiberal states like North Korea, Russia, and China. This article examines the multifaceted challenges the ICRC faces in delivering humanitarian assistance while advocating for human rights in these politically charged contexts. Through a critical analysis of the ICRC's access and operational strategies, emergency assistance initiatives, collaboration with national societies, advocacy for humanitarian law, and addressing human rights concerns, the study highlights the organization's commitment to its fundamental principles of neutrality and impartiality.
