Summary/Abstract: This paper presents Romania’s perspectives in terrorism/ counter-terrorism from the view of the policy, strategy, legislation and national and international actions taken by the country in support of the global approach on combating terrorism. The findings demonstrate that Romania has aligned itself with the international framework, having a coherent and proactive attitude in terrorism/ counter-terrorism issue. Consequently, the Supreme Council of National Defense, the highest level national security board, assigned the Romanian Intelligence Service as national authority in the domain of prevention and combating terrorism which plays the role of technical coordinator of the National System of Prevention and Combating Terrorism and runs the Antiterrorist Operational Coordination Center and the National System of Terrorist Alert. The mechanism which was created and which is constantly improved (depending on operational developments on the profile) has led to positive outcomes, taking into consideration the extent of the phenomenon. Emphasizing knowledge and prevention, without neglecting the combating and the counteraction, has represented the main objective of the all-national institutions, services and forces which have responsibilities in the terrorism/ counter-terrorism field.
