Summary/Abstract: At each NATO member state level and of the Alliance as a whole, the development of the capabilities required to address current security risks in all its forms and international cooperation is the basis for resilience and the ability to adapt or recover from crises of an internal and external nature, to ensure critical infrastructure protection, to ensure resilience in the field of cyber defense, to innovate and implement advanced technologies and thus to adapt doctrines to the new coordinates specific to modern conflicts. By implementing both at the organizational and operational level both military and civilian components specific to operational resilience, armed forces can benefit from a high level of protection and success of military actions, even in the event of a major shock or complex threats and actions they face. The present research endeavor seeks to ground theoretical guidelines that can later be concretized in programmatic documents that will contribute to increasing resilience specific to the military domain, but also to the civilian elements that ultimately contribute to the protection of the population in situations of armed conflict or civil emergencies. Addressing the lessons learned from the Russian-Ukrainian war is a starting point for building capabilities and creating action scenarios to increase the resilience of both the military and civilians.
