Summary/Abstract: The impact of climate change and environmental deterioration of marine resources and ecosystems have negative effect on exercise of fundamental human rights, including the right to healthy environment and the right to high level of protection of human health. The protection of public health and the provision of favorable environment are responsibilities of the State, as article 55 of the Constitution regulates the right of citizens to a healthy and favorable environment, as the State has an obligation to adopt legislation so to create conditions and prerequisites for guaranteeing those main rights. As to the context of ensuring public health, the Constitution establishes obligation for the State to protect the health of citizens, as this obligation also refers to activities related to care and environmental protection, protection of living conditions created by nature. Protection of marine ecosystems and establishment of preconditions for sustainable use of marine resources would prevent the deterioration of marine areas, which at the same time would provide positive impact on various areas and policies, addressing health issues in broader context.
