Summary/Abstract: During 2008, along with the economic stagnation, the trend of the collapse of all institutions of the system continued, which had a negative impact on the mood of the citizens. The pro-European coalition that won the elections in the spring of 2008 failed to meet expectations because it lacked the political courage to step forward in the direction of substantive reforms. In the meantime, Serbia, like all other countries in the region, entered a recession, which is the result of an internal crisis, which will be worsened by the global crisis. Eight years after the removal of Milosevic, it was shown that Serbia failed to transform itself because there was no essential change of the elite, nor was there any distancing from Milosevic's program.
