Summary/Abstract: The Helsinki Committee has published its twelfth consecutive annual report, which comprehensively reviews the realization of human rights in Serbia in the context of political, economic and social developments in the past year. Despite significant reform and administrative results - most notably a large number of "European" laws adopted mainly at the suggestion of the government - the political and economic system has not been fundamentally transformed, there has been no adequate consideration of the situation in which the country finds itself and the outlines of the value system on which respect for human rights rests have not been established. The report for 2011 was published under the title "Obstruction of the European path".
