Summary/Abstract: The Helsinki Committee for Human Rights in Serbia (HO) was created in the whirlwind of war in 1994 as one of the successors of the Yugoslav Helsinki Committee. The war had a significant impact on the orientation of HO, that is, on the topics it dealt with. In addition to announcements, reports, monitoring, HO introduced the practice of active engagement, primarily in providing assistance to those who were affected by the war. This primarily refers to refugees who, as the United Nations special rapporteur for Yugoslavia Tadeusz Mazowiecki clearly pointed out, were the goal, not the consequence, of the war.
