Summary/Abstract: The Helsinki Committee has just published its thirteenth consecutive annual report on the realization of human rights in Serbia in the context of current political, economic and social developments. Human rights are still in the shadow of xenophobia - after many years of criminalization of institutions and criminal policies, it is difficult to expect a faster transformation of a closed society and a return to the framework of civilization. All the more so since the new government itself - born out of Milosevic's regime and war policy - is in the phase of "taming" and adopting new standards of behavior.
