Summary/Abstract: Regardless of certain progress, above all in the establishment of the legal framework, human rights in Serbia have not advanced significantly since the step made ten years ago. The rule of the Serbian Progressive Party (SNS) is characterized by the collapse of realized rights, the absence of public dialogue, tolerance, freedom of expression and ignoring critical opinion. The dialogue with Pristina (one of the reasons why the Prime Minister received the support of the EU) is at a standstill due to different interpretations of the Brussels Agreement, primarily when it comes to the status of the four municipalities in the north of Kosovo. Despite the flattering evaluations of the European Commission (EC), which the Government constantly refers to, the fact remains that society is blocked without space for initiative and entrepreneurship. Likewise, the absence of the rule of law makes it impossible, despite pressure from society, for the functioning of institutions, especially the judiciary. The collapse and deprofessionalization of institutions continues, taking on disastrous dimensions. Voluntarism and partisanship have turned state institutions into a bastion of progressives that will be difficult to break.
