Summary/Abstract: This textbook, Public Communications of the European Union. Negotiations and the Negotiation Process in the EU", aims to be a kind of compass for every student, expert, diplomat, politician, journalist or citizen with a specific interest in the field of European affairs, communications and negotiations between and within the European institutions. The authors aim to equip readers not only with knowledge but also with practical skills in public communication and negotiation within the unique context of the European Union. This textbook is about peace, freedom, and solidarity among the people of Europe - between generations and across countries. It aims to inspire readers by fostering a European way of thinking, a shared worldview, and a common value system, as the First Lady, President of the European Parliament Simone Veil, wrote in her autobiography A Life: "Europe will be, above all, what we make of it". The first part of the textbook is devoted to the public communications of the European Union. Chapter 1 presents the key features and functions of public communication, its stakeholders, and its role in politics and society. Chapters 2 and 3 explore the types of communication - verbal, nonverbal, and online, along with European communication policy, strategies, and the nuances of oratory through the lens of EU practices. In the era of high technology and artificial intelligence, special attention is given to social networks and platforms, as well as the role of European institutions within them. The second part of the textbook is devoted to the negotiations and the negotiation process in the European Union, again through the prism of communications. Chapter 4 presents the main stages of the negotiation process, negotiation strategies and tactics, negotiation technology and psychology, as well as the role of mediation in negotiations. Chapter 5 focuses on inter-institutional negotiations and interactions within the framework of the so-called trilogues between the three legislative institutions of the European Union—the European Commission, the Council of the EU, and the European Parliament. Inter-institutional negotiations and tripartite meetings are examined through a concrete example from the practice of Bulgaria's first rotating presidency of the Council of the EU in 2018. On the basis of the above, this compass shows the ways to find European unity in the diversity of opinions and points of view. Each reader has the opportunity to acquire specific knowledge about the European Union, its history through the speeches of its founding fathers, its institutional set-up and negotiation and its democratic legitimacy of policies, which is ensured through transparency and effective public communication.
