State - incentive or obstacle to the development of entrepreneurship

Summary/Abstract: The analysis shows that entrepreneurship in the Republic of Serbia is not sufficiently developed. Although the sector of small, medium enterprises and entrepreneurship (SME) has a high participation in the basic indicators of the economy (number of enterprises, employment and gross added value), the business performance is unsatisfactory. Productivity is four times lower than the average of the European Union, and in the total number of companies that export, SMEs make up only 4.4%. The largest number of SMEs operate in the trade and processing industry sector of low technological complexity characterized by products with low added value, little differentiation, lower price and profit margins and weak competitive positions on the market. The insufficient development of the sector is also indicated by the small number of SMEs (only 18.2%) operating in exchangeable sectors that otherwise require significant financial investments, which indicates the low financial capabilities of SMEs.
