Summary/Abstract: The intensification of the process of European integration with the start of negotiations for membership in the European Union in January 2014 brought great challenges in terms of reforms that should be implemented in all areas of the public sector, economy and society. At the same time, 2014 is the first year of the new seven-year financial perspective of the European Union, during which Serbia will be able to use funds from the Instrument for Pre-Accession Assistance - IPA II. This implies the need for a very close connection between the accession process itself, the obligations and requirements to be fulfilled during the negotiations within the individual chapters, and this financial instrument whose original purpose is precisely to support the accession process. The economic and financial situation in the country as well as the limited possibilities of borrowing additionally highlight the importance of the most efficient and effective use of this and other instruments of external financial support. In addition to its importance in the financial sense, IPA II should enable the strengthening and building of national capacities for the management of EU funds, in order to prepare in the best possible way for the significantly larger structural and investment funds that will be available to us when we become an EU member state.
