Summary/Abstract: The basic role of public procurement is to provide the users of budget funds with the most objective and responsible way of acquiring goods, services and works, but above all so that they get the best possible quality at the most optimal possible costs. Public procurement is an instrument that should lead the client to the ultimate goal, optimal benefit and performance for end users. however, not all goals are met by achieving quality and maximum savings. Unlike private suppliers, the state as a buyer must also take into account the achievement of other indirect goals that are realized through the procurement and execution of contracts for end users (for example, respect for ecological principles and social aspects).
