Summary/Abstract: The functioning of modern market economies cannot be imagined without the state. We know numerous historical forms of the state. Since its existence, the state has been centralizing resources for its own survival. In the beginning, the state budget was equal to the ruler's budget. The rulers and their officials, in addition to ensuring their luxurious life, protected their subjects and property from external attacks, and were concerned about expanding their power. They observed the changes in the water mass in the rivers, they took care of the functioning of the irrigation systems, the construction of military roads and fortifications. They implemented, initially unwritten, and later increasingly written norms of social life. State power did not exist only in the smaller or larger territories of the ruler, but also smaller communities, cities, secured their existence and independence with a separate government. City management jobs, as well as general living conditions, could only be provided by the voluntary and/or forced contribution of their citizens.
