Summary/Abstract: In this article authors describe and analyse the phenomenon of industrial zone which seems to be an importent instrument in the municipal development policies. They point out some of the main factors of influence and discuss the legal and institutional frame. The process of setting up a new industrial zone is strongly influenced by many factors such as: regional development, state aid, policy on foreign investments, fiscal regime, lend ownership, planning and constructing regulations, restitution of nationalised property, environment, social impact, management etc. The authors point out that it is very important issue how to finance the project and how to manage financial resourses of municipality efficiently. To achieve that efficiently, the ownerhip function must be sparated from other state functions and managment of industrial zone has to be independant.
