Summary/Abstract: Local self-government is an inalienable right of citizens to make sovereign decisions about key issues in their communities, either directly or through freely elected representatives. It functions independently from the central government and plays a crucial role in strengthening democracy, especially in transitional societies like Serbia. Local governments are responsible for a wide range of public services and development tasks, with increasing emphasis on economic development, and their leaders, particularly mayors, can be elected directly or indirectly, influencing the nature and strength of their authority.
