Who Are Municipal And City Managers In Serbia And How Do They Work?

Summary/Abstract: At the beginning of the 20th century the american cities and municipalities faced great problems of corruption, bribery and misuse of public servants` position. The reformers of local government system analyzed the roots of this pathology and tried to solve the problem by system including manager as pro-fessionals educated and trained for responsible managing city and municipali-ty. The effects were excellent. managers modernized administration ad mana-gement, implemented standards in all important fields, increased transparency and included citizens in decision making process as well as in creating the optimal set of services. managers also implemented permanent monitoring and evaluation of local government` s work and public services` quality. in this way, the corruption, bribery and misuse of public servants` position were decreased and stopped the process of “local government corruption”. This institute has given excellent results and was implemented in a numerous countries and in Serbia too. city manager was included in our system with new Law on Local Self-go-vernment in 2002 and until 2007 even 72 municipalities and cities include managers in their work. in a meantime nobody analyzed the managers` scope and method of work, the problems, weaknesses, the results and needs. during this year PaLGo centre has been implementing project to analyze the wor-king conditions and quality of managers` work, the managers were gathered, stimulated to create their association and some basic studies are to be pre-pared to help them in work. Stimulation of managers` quality of work means affirmation of professionalism, democracy and efficiency of local government and the whole system as well.
