Summary/Abstract: The Law on Free Access to Information has been applied in Montenegro for more than a decade. With the important mechanisms that this law brought, the transparency of the authorities has been significantly improved. At the same time, and precisely through the application of this law, numerous examples of their illegal and unconscionable work, as well as various controversial actions of decision-makers, were brought to light. Unfortunately, through all the years of application of this law, full compliance with its provisions has not yet been established. Moreover, in the case of a certain number of authorities, there is also a decline in compliance with legal obligations. In practice, there are frequent cases of non-up-to-date and untimely actions of authorities, both with regard to the mandatory public publication of certain information, and in the part of acting on user requests, which remains without appropriate sanctions.
