Summary/Abstract: The European Union's policy towards Asia constitutes an interesting area for analysis and reflection against the backdrop of changing international realities. Since its inception, the EU has gained the position of a significant player on the international stage. Asia, in turn, has become one of the key areas for EU foreign policy since the mid-1990s. This partnership has evolved and developed in response to changing circumstances and challenges, becoming an integral part of the Union's global strategy. Initially focusing on economic issues, EU-Asian cooperation now covers a wide range of themes from trade, politics, and security, to sustainable development, environmental protection, climate, and the strengthening of human rights and civil society. The EU's policy towards Asia stems from both a practical approach, focusing on developing trade exchanges, and a commitment to promoting values such as democracy, human rights, and sustainable development. As a community built on the foundations of peace, democracy, and the rule of law, the EU prioritizes the promotion of these values on the international stage, translating into its active role in Asia. The aim of this book is to introduce selected aspects of EU cooperation with Asia to Polish readers, focusing on three interrelated areas: development policy, environmental protection and climate change cooperation, and EU efforts to promote civil society development in Asia. These topics are interconnected as they represent significant elements of EU policy towards Asia, yet have been underexplored in Polish literature. Therefore, the book allows readers to understand the comprehensive picture of the specificity and dynamics of relations between the EU and the Asian continent.

- Summary/Abstract:The European Union is the largest provider of official development assistance (ODA). By leveraging this position, the EU aims to promote globally significant values and political goals such as conflict prevention, democracy, rule of law, and respect for human rights. The aim of this chapter is to present EU cooperation for development, with a particular focus on development assistance for Asia. By outlining the characteristics of EU development policy and its financial resources, it addresses questions regarding the legal basis of EU ODA and its principles, as well as the major aid donors within the EU, the countries receiving the largest amounts of aid, and thematic priorities. This chapter also serves as an introduction to the first part of the book, which presents analyses of EU development assistance to three very different Asian countries.

- Summary/Abstract:Disparities between developed, developing, and Global South countries continue to deepen. Hence, developmental assistance for post-Soviet countries remains crucial. This chapter aims to present developmental aid for Tajikistan from the European Union. It addresses questions regarding the nature of this support. The main areas of assistance will be presented, along with the financial investments made in them. An assessment of the effectiveness of developmental policy will also be conducted, and EU assistance will be compared with aid offered by other stakeholders interested in the Central Asian region.

- Summary/Abstract:Thailand has been significantly developing its economy for several decades and aims to become a leader in Southeast Asia. The European Union plays a significant role in this regard. The aim of this chapter is to illustrate EU development assistance to Thailand, which will enable addressing questions regarding Thai authorities' ambitions, the nature of EU assistance, and its significance for Thailand's development. The chapter will present the EU's policy towards the Southeast Asia region, EU-Thailand relations, and, most importantly, various EU development assistance projects for Thailand will be presented and analyzed, ranging from education and sustainable development to humanitarian issues and human rights.

- Summary/Abstract:This chapter provides an analysis of the development of relations between the European Union and North Korea, with particular emphasis on EU development assistance to the country. It addresses questions regarding the nature of EU development assistance, its alignment with the United Nations Sustainable Development Goals, and EU policy objectives. It also compares EU development assistance with aid provided by other countries and international organizations. Present EU assistance primarily focuses on supporting the agricultural sector, combating poverty, and promoting sustainable agriculture. - Summary/Abstract:Asia is one of the regions in the world most affected by the impacts of climate change and environmental degradation. Meanwhile, the European Union is the most active global actor in promoting environmental protection and combating climate change. The aim of this chapter is to review the EU's environmental policy towards Asian countries. It will present the EU's strategy towards the Indo-Pacific, with a particular focus on environmental protection issues, the main instruments of influence used by the EU, and the major challenges faced by the EU in its environmental and climate actions in Asia. This allows for an answer to the question of what tools the EU uses to fulfill its treaty obligations to combat climate change, and influence partners in Asia. - Summary/Abstract:In recent years, Indonesia has emerged as a leader in Southeast Asia in combating greenhouse gas emissions. However, despite being rich in natural resources such as tropical forests, the country still struggles with ongoing environmental degradation. Illegal logging and sustainable forest management have become particularly significant issues. The European Union and Indonesia collaborate in this regard through the FLEGT program. The aim of this chapter is to present and address questions regarding the practical implementation of FLEGT in Indonesia, the positive effects of cooperation achieved, as well as the challenges that the EU and the Indonesian government still need to overcome. The chapter will provide an overview of the FLEGT program, its implementation history in Indonesia, as well as the key controversies and challenges involved.

- Summary/Abstract:The effects of global warming pose a huge threat to the entire planet. The European Union has been trying to stop climate change for years. Japan is also taking similar actions. The aim of the chapter is therefore to present cooperation between Japan and the European Union in the context of climate issues. - Summary/Abstract:China is one of the most polluted countries in the world. The Chinese government is undertaking numerous efforts to improve the state of the environment. However, there is also a noticeable increase in the activity of local governments in this area, which are beginning to collaborate with cities worldwide, including in Europe. The aim of this chapter is to present Sino-EU city cooperation in combating climate change. It will outline the characteristics of paradiplomacy and its significance for the development of low-emission cities, EU-China city-level cooperation, as well as selected examples highlighting the importance of the roles played by EU and Chinese cities in combating climate change. This will enable addressing questions regarding the role of paradiplomacy in environmental protection, the forms of cooperation established by cities with the EU and China, as well as whether this cooperation is effective and what challenges it encounters.

- Summary/Abstract:Freedom of speech, independent media, and the protection of human rights are integral foundations of democratic society, as well as values that the European Union has been promoting and strengthening in countries around the world for years. One such country is Vietnam - a state with one of the highest rates of violations of freedom of speech, press, and media. Hence, Vietnamese-EU relations appear to be interesting, especially when considering economic issues as well. The aim of this chapter is to present how EU actions to promote human rights, particularly increasing freedom of speech, in Vietnam are linked to the economic component. - Summary/Abstract:The Philippines takes the global issue of discrimination against women seriously and stands out among other countries in the Southeast Asian region for its approach to protecting women's rights and gender equality. However, many Filipinas still fall victim to domestic violence, human trafficking, and discrimination. The European Union has been assisting the Philippine authorities in combating these issues for years. The aim of this chapter is to present the situation of women in the Philippines and the actions taken by the European Union to protect women's rights. The chapter analyzes the socio-legal context and the role of women in the Philippines, EU strategies for protecting women's rights, as well as EU projects and initiatives carried out in this regard in the Philippines. - Summary/Abstract:The European Union actively participates in international initiatives for the sustainable development of urban areas. This is also the case with cooperation with India, which struggles with numerous urban problems such as environmental protection, lack of developed infrastructure, and urban economic management. The aim of this chapter is to present EU-India cooperation for urban development in India. It illustrates the impact of international agreements on the EU's urban policy developed over the years, joint EU-India initiatives, as well as selected examples of actions that have contributed to the real development of Indian cities.
