Summary/Abstract: The Member States of the European Union spend annually over 200 billion EUROS in defence, taking second place after US worldwide.Analyses carried out on the European arms market have highlighted the fact that these funds are spent with low efficiency given the following objective factors: the high fragmentation of the European defence market, the unnecessary involvement of military capabilities at EU Member State level, inefficient industrial cooperation and low degree of interoperability.In this context, strategies and programmes have been developed at European Union level aimed at developing the European arms market, namely: the European Defence Action Plan, the establishment of a European Defence Fund, the mechanism Permanent Structural Cooperation (PESCO) and the coordinated annual review process on defence (CARD).
