Summary/Abstract: The local governments offers a crucial service to individuals by providing them with educational opportunities, care and social prevention programs. In our country, local governments carry out most public tasks in the field of education. In fact, they are responsible for education in their respective territories. Educational needs are mainly satisfied by public (administrative) institutions run by these units, for example: schools, kindergartens, psychological and pedagogical counseling centers. However, local authorities have also a significant impact on the functioning of non-public schools and institutions and the type of services they provide.
