Summary/Abstract: The aim of the article was to identify counties with the highest risk of spreading the COVID-19 disease and, consequently, burdening the health service. The study estimated the synthetic Hellwig index, which allowed for the ordering of the regions and for identifying those with the highest risk of over-spreading epidemics. The article takes into account a set of simple features characterizing a given county, the variable determining the intensity of tourist traffic turned out to be particularly important. Moreover, the results show inequalities between rural and urban areas.
