Summary/Abstract: By this conference and respectively article, I’m trying to initiate and demonstrate the possibility, for States, to transform the private nature of the Maecenas’paradigmatically and juridical institution (the mecenate) into a public one, with de evident aims to support the needs of a very vulnerable social category: that of the personalities from different branches of arts, sciences, literature, sports and other domains with verified openness toward the elite no syndicated, no unionized, no represented in the common work and social law of a country
